Oakland, CA – NSP Acquisition AgentThe Oakland Community Land Trust (Oakland CLT) and Urban Strategies Council was awarded approximately $5 million from the Neighborhood Stabilization Program (NSP) to acquire, rehabilitate and resell 200 vacant foreclosed properties to low-to-moderate income families. APD Solutions (APDS) will serve as an Acquisition Agent to identify and secure properties for the NSP. Through its team of community partners including APDS, Oakland Labor Council and ACORN, Oakland CLT will accomplish energy efficient rehabilitation that will decrease the ongoing operating costs for new homebuyers.
Fulton County, GA – NSP Asset ManagerAPD Solutions (APDS) will provide program development services to Fulton County’s Department of Housing and Community Development that recently received $10.3 million from the U.S. Department of Housing and Urban Development for the Neighborhood Stabilization Program (NSP). The program provides funding to purchase available abandoned or foreclosed properties that APDS will rehabilitate and make available as affordable rental or homeownership units. City of Atlanta, GA – NSP Construction MonitoringThe team at APD Solutions (APDS) will provide construction management services for the City of Atlanta’s Neighborhood Stabilization Program (NSP). APDS will identify deficiencies and potential solutions, develop innovative and cost-effective solutions for enhancing awareness, create streamlined business operations, and improve Atlanta’s image and recognition within local regions. We focus on quality at every level of the contract, with special attention to budgets, customer and client service, accuracy, deadlines, and GSA-required specifications.
Rockdale County, GA – Asset ManagerRockdale County has selected APD Solutions as an Asset Manager to implement a portion of its $2.7 million in Neighborhood Stabilization Program (NSP) Funds from the Georgia Department of Community Affairs to acquire foreclosed residential real estate. After purchase and improvement, the properties will be sold to buyers who are eligible to participate in the NSP. The NSP will help individuals and families realize the dream of homeownership. Plainfield, NJ – NSPThe City of Plainfield, NJ was awarded $2.5 million to provide emergency assistance to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within the Plainfield 4th Ward community. Chattanooga, TN – NSP ManagementAPD Solutions (APDS) and APD, Inc. (APDI) collaborated with the City of Chattanooga, Tennessee on the Neighborhood Stabilization Program (NSP). The Chattanooga NSP plan introduces three approaches to stabilize communities. 1) Foreclosure Strategy: Acquisition and renovation of foreclosed homes throughout the NSP Focus Neighborhoods. 2) Stabilization Strategy: Stabilization of key NSP Focus Neighborhoods where early signs of blighting influences are emerging. 3) Revitalization Strategy: Revitalization of key NSP Focus Neighborhoods by redeveloping “model” blocks that will serve as a catalyst to attract additional redevelopment initiatives.
Dallas, TX – NSP Program Development ServicesAPD Solutions (APDS) will partner with Enterprise Community Partners of Dallas to be the lead team of the acquisition/rehab/resale arm of the NSP Initiative. The City of Dallas was granted $7.9 million in NSP with $2.5 million allotted for acquisition/demolition and $4.6 million allotted for acquisition/rehab/resale. In fact, the City of Dallas was experiencing between 275 and 325 foreclosures monthly. The City of Dallas has experienced over 3500 foreclosures in 2008. The city selected 10 areas that contained the highest percentage of the foreclosures. Each of these areas had between 100 and 200 foreclosures during 2008 and the trend continued into 2009. APDS planned to leverage public and private resources to offer the most effective and efficient implementation of homeownership financing in the community.
West Dallas, TX – NSP Acquisition AgentThe Builders of Hope CDC was awarded Neighborhood Stabilization Program (NSP) funds to acquire, rehabilitate and resale 14 vacant foreclosed properties to low-to-moderate income families. APDS will serve as an Acquisition Agent to identify and secure properties for the NSP. Upon successful disposition of the 14 properties for this project, they will have the opportunity to expand into another area to utilize NSP Funding.
Tampa, FL – NSP 2The City of Tampa received an allocation of $38 million in Neighborhood Stabilization Program 2 (NSP 2) funds with a set-aside of $10 million for acquisition, rehabilitation and resale to target specific zones overcome by foreclosure crisis. As part of a national effort to mitigate the devastation caused by the housing crisis, the U.S. Department of Housing and Urban Development (HUD) issued a second round of aid to the most distressed areas. APD Solutions serves a NSP2 Housing Provider for Tampa’s Foreclosed Property Home Ownership Program; responsible for the identification, acquisition, rehabilitation and disposition of real estate assets. Tampa is making available up to $40,000 in mortgage assistance for eligible buyers. Prospective homebuyers are required to complete City and HUD approved homebuyer counseling before obtaining a mortgage
DeKalb County, GA – NSP 3DeKalb County was allocated $5.2 million in Neighborhood Stabilization Program 3 (NSP 3) funds to target NSP activities within an area of greatest need in order to achieve greater impact. The Hidden Hills community has been designated as the focus area. The County plans to utilize $3.1 million to purchase and rehabilitate abandoned or foreclosed single family homes. APD Solutions (APDS) will assist the DeKalb County Community Development Department (Community Development) in acquiring, rehabilitating and selling foreclosed homes to eligible buyers in the Hidden Hills community. These homes will be sold to families or individuals with household incomes up to 120% of area median income (AMI). Eligible may even qualify for up to $25,000 in homebuyer assistance through the DeKalb County NSP.
